Abstract

To support the Oregon Department of Community Colleges and Workforce Development in implementing performance-based funding in adult education, MPR researchers conducted a review of state funding policies and practices. This report summarizes study findings and identifies issues affecting the design of a statewide funding formula, and describes formula operation in states using performance-funding to allocate state and/or federal adult education resources.
