Abstract

Education Reform Support is an approach to sustainable sector-wide education reform that flows from both RTI's experience in effecting successful policy change in the areas of education, health, and population, and the lessons learned from the past forty years of donor intervention in the international development arena. It is believed that this approach can be applied to the scale-up problem that currently besets the United States school reform movement. This paper examines the scale-up problem and shows how Education Reform Support applies to it.
