Abstract

OnMay 28, 2004Mexico became the first country in the Americas to ratify the World Health Organization Framework Convention on Tobacco Control (FCTC). While Mexico has made substantial progress on tobacco control, cigarettes and other tobacco products remain affordable in comparison to many other countries. This paper provides a comprehensive analysis of the tobacco market in Mexico and the viability of using taxation as a strategy to limit smoking, save lives, and raise tax revenues.
