The positive and lasting effects of expanding education opportunities and improving the quality of education are well documented and the policy priorities for doing so are a basis for interantiaon cooperation as well as for national investments. In fragile states and for countries such as those in the Arab World and South Asia where there are chllenges of political legitmacy and social cohesion, the efforts required to achieve quality education for all are central to national reform.
