James Markey brings firsthand experience in law enforcement to our Investigative Science Program. As the law enforcement specialist on the Sexual Assault Kit Initiative, he provides training and technical assistance to agencies seeking to reduce the number of unsubmitted sexual assault kits and improving their overall response to sexual violence in their community. He is an expert in designing and performing police investigative unit assessments, helping agencies review their policies and practices and improve investigations.
Mr. Markey joined RTI in 2018 after a career in law enforcement. He spent 30 years as a police officer for the City of Phoenix, including 14 years overseeing the sexual assault and cold case unit—experience that applies directly to his role working with investigative units in other cities. A certified AZPOST instructor, he helped train more than 1,000 law enforcement personnel. He serves on the U.S. Department of Defense Advisory Committee on the Investigation, Prosecution, and Defense of Sexual Assault in the Military; the Arizona Supreme Court Commission on Victims in the Courts; and the Arizona Forensic Science Advisory Committee.
