Elisha Soni is an expert in water utility operations who plays a key role on the USAID-funded Effective Water, Sanitation and Hygiene Services (E-WASH) Program in Nigeria. He has extensive experience in utility technical and operations assistance, governance and management, commercialization, and water supply infrastructure development. As a manager, he has developed performance improvement plans, cost recovery efforts, and internally delegated performance contracts for the water utilities of several states in Nigeria. He is also skilled in the financial side of water utility management, including financial modeling, budgeting, billing and collection systems, tariff setting, and pricing systems that enhance O&M cost recovery, customer enumerations, metering, and non-revenue water reduction programs.
Mr. Soni contributes to the E-WASH program’s goal of addressing gaps in urban water and sanitation systems in Nigeria. The program is working with state water boards in Taraba, Imo, Niger, Abia, and Delta to strengthen their governance and technical viability, thus improving the health of local residents.
Mr. Soni joined RTI in 2019. He began his career as director of commercial services for the Kaduna State Water Board. He went on to hold a variety of leadership and consulting roles in water utility projects throughout Nigeria. In 2018, he served as Deputy Chief of Party/ Utility Technical Specialist for the USAID-funded WASH Coordination Project (WCP) with Development Innovations Group (DIG) as implementing partners.
Mr. Soni holds a certification from the Council of Nigerian Mining Engineers and Geoscientists. He is a member of the Nigerian Water Supply Association, the Nigerian Association of Hydrogeologists, and the Nigerian Mining and Geosciences Society.
