David Hall is an experienced consultant in higher and vocational education and a former senior university administrator with more than 30 years of professional experience specializing in engineering, science, and technology (S&T). He has developed many new S&T programs in developing countries, and is experienced in the start-up, funding, accreditation, and management of new university centers, and management and program development in existing universities.
Prior to taking on leadership of STRIDE, Dr. Hall served as the Chief of Party for RTI’s USAID/Liberia Excellence in Higher Education for Liberian Development (EHELD) Project. He has extensive experience working with counterparts in host-country governments where he is stationed, forging partnerships among universities and between universities and private companies for specific initiatives and projects, including innovation and technology transfer.
Dr. Hall is a skilled communicator, presenter, negotiator, facilitator, and arbiter, with an inclusive and consultative approach, and is sensitive to cultural aspects of communication. His success in assisting technology-based programs to launch and thrive is measured by the private funding his programs have attracted.
