E. Wayne Holden

E. Wayne Holden, PhD, is RTI International’s fourth president and chief executive officer. He joined RTI as executive vice president of Social and Statistical Sciences in 2005, overseeing the organization’s largest unit. Prior to joining RTI, he served as vice president, senior vice president, and ultimately president of the research company ORC Macro. Before joining ORC Macro in 1998, he had a successful career in academia serving more than 10 years in a variety of roles in the Department of Pediatrics at the University of Maryland’s School of Medicine. Dr. Holden holds appointments as an adjunct professor in the Department of Psychiatry and Behavioral Sciences at Duke University School of Medicine and as an adjunct professor in the Department of Health Policy and Management at the University of North Carolina at Chapel Hill Gillings School of Global Public Health. Dr. Holden is a fellow of the American Psychological Association and has authored more than 130 articles, books, and book chapters on various topics in clinical child/pediatric psychology and health services research. He currently serves on the Board of Directors for the Research Triangle Foundation and the Emily Krzyzewski Center. He is also on the Board of Advisors for the Frank Hawkins Kenan Institute of Private Enterprise and is a member of the Children’s Mental Health Network Advisory Council.

James J. Gibson

Executive Vice President and Chief Operating Officer

James J. Gibson

Jim Gibson is executive vice president and chief operating officer, responsible for helping to drive strategy and operational excellence for RTI's domestic and international-based businesses. He oversees the leadership of RTI’s Health Solutions, and Social, Statistical and Environmental Sciences Groups, as well as Corporate Facilities Strategic Services and RTIs International Regional Offices. Jim also leads RTI’s focus on University Collaborations. He is responsible for developing long-range plans and supporting investments for RTI. Gibson joined RTI as chief financial officer in 2000 and served as executive vice president of the Engineering and Technology Unit 2009 to 2013 and as interim leader of Discovery and Analytical Sciences. He began his finance career at Ernst & Ernst in 1976 in New Jersey. In 1980, he joined Hughes Aircraft Company in Southern California holding a number of financial-related positions of increasing responsibility. In 1985, he joined the corporate office of Rockwell International Corporation in Pittsburgh, Pa., where he held various executive level positions including assistant corporate controller. Gibson is a licensed attorney with an undergraduate BS degree from State College of New Jersey-Ramapo, an MBA from The University of Southern California, and JD degree from Duquesne University. In addition to his active participation in many professional associations, he is an advisory board member of the North Carolina Museum of Natural Sciences and a board member of the United Way of the Greater Triangle.

Michael H. Kaelin Jr.

Michael Kaelin

Mike Kaelin is executive vice president and chief financial officer, responsible for managing RTI's corporate financial requirements and institute-level financial risks. In addition, he is responsible for ensuring that our finance, contracts, proposal, and procurement services are delivered effectively and efficiently to support our research operations. Kaelin joined RTI in 2007 as vice president of finance for Social and Statistical Sciences (now Social, Statistical, and Environmental Sciences). In 2009, he was named vice president of Research Group Finance, responsible for the finance teams in all research groups across the institute. Kaelin has 25 years of financial management experience, including his prior tenure as vice president of finance for Raleigh-based Misys Healthcare Inc., a leader in the healthcare information technology industry. At Misys, he led a unit that provided software solutions to the physician community. Kaelin also held a number of senior financial positions in companies such as Channel Master and Productivity Point International, where he was chief financial officer, as well as Coopers & Lybrand. He serves on the boards of Magellan Charter School and Solutions-IES, a women-owned engineering firm in North Carolina. Kaelin is a licensed certified public accountant in North Carolina and holds a bachelor's degree in accounting and finance from Davis & Elkins College in Elkins, WV.

Tim J. Gabel

Executive Vice President, Social, Statistical, and Environmental Sciences

Tim Gabel

Tim J. Gabel, is the executive vice president of Social, Statistical, and Environmental Sciences (SSES). SSES, the largest of RTI’s business units with annual revenue in excess of $385M and more than 1400 professional staff, conducts a variety of research, development and technical assistance projects in multiple domains. Most of the SSES portfolio involves large-scale data collection and management, with an emphasis on complex methodological, statistical, and epidemiological approaches to important public policy issues in health, environment, education, economics, public policy, and social welfare. Mr. Gabel, a long-term RTI employee with technical training in both statistics and computer science, has served in a variety of leadership roles during his career, including the head of the Research Computing Division and the vice president for Survey and Computing Sciences. Mr. Gabel helped pioneer RTI’s early efforts to conceptualize and develop Internet applications for research activities and has extensive experience directing data collection and data processing activities for scientific research studies. More recently, he led the initiative to develop a comprehensive international expansion strategy for SSES and oversaw the newly created Center for the Advancement of Health IT. He has a BS from the University of Wyoming and an MBA from Duke University.

Aaron S. Williams

Executive Vice President, Government Relations and Corporate Communications

Aaron Williams

Aaron Williams served as executive vice president of RTI’s international development group from 2012-2015 before taking on his current role. Previously, he served as Peace Corps director from 2009 to 2012, and as vice president of international business development during his first stint at RTI from 2003 to 2009. He has enjoyed a long and distinguished career in public service and the private sector, which began when he spent three years as a Peace Corps volunteer in the Dominican Republic. He has also served as a senior official at the U.S. Agency for International Development (USAID), where he reached the rank of career minister in the Senior Foreign Service. Williams has extensive experience in the strategic design and management of assistance programs in Latin America, Africa, Asia, and the Middle East. He is a member of the council on Foreign Relations, and is a board member of the Ron Brown Scholar Program. Previously he served on the boards of directors of CARE, the National Peace Corps Association, and the Institute for Sustainable Communities. His awards include the USAID Distinguished Career Service Award (1998) and the Presidential Award for Distinguished Service (1988, 1992), and in 2015, he was appointed by President Barack Obama as U.S. Alternative Representative to the Executive Board of the United Nations Children’s Fund.

Allen W. Mangel

Allen W. Mangel

Allen Mangel, MD, PhD, is executive vice president of RTI Health Solutions, a business unit of RTI International. After obtaining an MD from the Georgetown University School of Medicine, he did his internship, residency, and fellowship in gastroenterology at Duke University Medical Center. He later joined the faculty at Duke in the department of medicine. In 1995, Mangel joined GlaxoSmithKline and held various posts during his 6 years at the company. He also served as an executive director at Quintiles Inc. and as vice president of research and development at Salix Pharmaceuticals before joining RTI.

Terri Lomax

Executive Vice President, Discovery-Science-Technology

Terri Lomax

Terri Lomax, PhD, is the executive vice president of Discovery-Science-Technology (DST), leading a group of more than 350 staff members in the Discovery Sciences, Forensic Sciences, Electronics and Applied Physics, Technology for Industry and the Environment, and Energy Technology organizations within DST. She previously served as vice chancellor for Research, Innovation & Economic Development at North Carolina State University, overseeing research policy, private and governmental partnerships, and planning and administration for research, innovation and economic development efforts. She also served as a professor of plant biology at NC State. Dr. Lomax is a noted researcher in the areas of space biology, plant sensory genomics, and hormone action. She has given more than 100 presentations and published more than 60 articles, including several in the Proceedings of the National Academy of Sciences. She has been named a Fulbright Fellow, Carnegie Fellow, National Science Foundation Postdoctoral Fellow and Monsanto Research Fellow. She holds a doctorate from Stanford University, a master’s degree from San Diego State University, and a bachelor’s degree from the University of Washington.

G. Edward Story

Executive Vice President, General Counsel, and Corporate Secretary

Edward Story

Edward "Eddie" Story is executive vice president, general counsel, and corporate secretary of RTI International. He also serves as RTI's chief ethics officer and is in charge of the government relations, commercialization, and international security functions. In his previous positions at RTI, he served as assistant general counsel and assistant corporate secretary and had varying levels of responsibility for the contracting and procurement organizations. Before joining RTI in 1990, Story was a private practice attorney in Wilmington, N.C. Story earned a bachelor's degree at Wake Forest University and a juris doctorate from Campbell University School of Law. He is a member of various professional associations, including the Association of Corporate Counsel and the North Carolina and Wake County Bar Associations. In addition, Story was named among Business North Carolina's Legal Elite for 2010 and 2011, a listing of the state's top lawyers in business-related categories by Business North Carolina magazine. Story also serves on the boards of the WakeMed Foundation and the Food Bank of Central and Eastern North Carolina.

Lisa May

Executive Vice President, Human Resources

Lisa May

Lisa May is the executive vice president of human resources, leading the department as a member of the executive leadership team and advising on human resources strategies, policies and practices, and key people-related initiatives. She has more than 25 years of experience in strategic human resource management, with demonstrated expertise in talent acquisition, leadership development, executive coaching, and organizational design. Most recently, she has worked with AAIPharma Services Corporation and Cambridge Major Laboratories, where she established human resource strategies and developed comprehensive systems and programs across the company. Previously, she served as the vice president of HR for the Global Operations organization at Hospira, Inc. May holds a bachelor’s degree from DePauw University, and she has also earned certifications in mediation, workforce development, and coaching skills.

Paul Weisenfeld

Executive Vice President, International Development Group

Paul Weisenfeld

Paul Weisenfeld has nearly a quarter century of experience in international development, providing strategic oversight of projects, facilitating integration of the various international development program areas, and overseeing business strategy and communications. During his career, he has managed large teams and implemented high-profile initiatives in economic policy and economic growth, agriculture and food security, trade and investment promotion, banking and finance, democracy and governance, education, housing and urban development, public health, and humanitarian assistance. Before joining RTI, Mr. Weisenfeld served as a foreign service officer for the United States Agency for International Development (USAID), achieving the highest rank of career minister in the Senior Foreign Service. He also served for more than two years as Assistant to the Administrator, playing a leading role in establishing and then directing the Bureau for Food Security, which led President Obama’s Feed the Future Initiative. He also led the Haiti Task Team, charged with coordinating relief and reconstruction planning following the devastating earthquake in 2010, and he served as USAID Mission Director in Peru and Zimbabwe. Mr. Weisenfeld received the USAID administrator’s Distinguished Career Service Award, the agency’s highest award.

Don Bailey

Chair, Fellow Program, and Distinguished Fellow, Early Childhood Development

Don Bailey

Don Bailey, PhD, is internationally known as an expert on young children with disabilities. For 27 years, he was on the faculty of the University of North Carolina at Chapel Hill where he was a W.R. Kenan, Jr. Distinguished Professor and, for 14 years, director of the Frank Porter Graham Child Development Institute. Dr. Bailey's research addresses early identification and early intervention for children with disabilities, as well as family adaptation to disability. For 20 years, his work has focused on children with fragile X syndrome, the leading inherited cause of intellectual impairment, and their families. He has an extensive record of publications, with more than 200 peer-reviewed articles, chapters, and books on a wide variety of topics related to early education, early intervention, disability, and family support. In 2006, Dr. Bailey received the Career Research Scientist Award from the Academy on Mental Retardation. From 2006 to 2009, he served as president of the board of directors of the National Fragile X Foundation ( Recently, he was appointed to serve a 4-year term on the DHHS Secretary's Advisory Committee on Heritable Disorders in Newborns and Children.
