The Health for Life (H4L) project builds on accomplishments gained from USAID/Nepal's health sector investments to date with a greater focus on health systems strengthening and measuring progress in systems improvements. H4L interventions directly address key health system constraints in the following areas: local health systems governance; data for decision-making and evidence-based policy development; human resources; quality improvement systems; logistics systems; and, knowledge and behavior change. In addition to these cross-cutting areas of focus, H4L will work in 12-16 districts to improve access to and knowledge of maternal newborn, child health and family planning services. USAID's investment in these focus districts will complement USAID's other activities and will serve as a learning lab for nation-wide systems improvements. RTI is providing technical expertise in health systems strengthening including health information and policy development, quality improvement and health governance and logistics management, as well as the health service delivery areas of family planning, maternal, newborn and child health, nutrition, interpersonal communication and counseling skills, mass media and behavior change.
Political Economy Analysis of Local Governance in Nepal with Special Reference to Health and Education Sectors (2011-2012)

The purpose of this project was to analyze and put forth recommendations about how support in health and education could interface more effectively with local governance in Nepal. RTI provided expert technical input for the health-related component of this study.

Nepal's health sector faces many challenges, especially in the areas of governance, management, financing, health system and policy, and approaches to health care service delivery. About eighty percent of the population lives in rural areas, making health care provider access to them extremely difficult. Gender- and social inclusion-related issues and administrative and cultural barriers pose challenges in accessing health facilities.
This program was designed to strengthen the capacity of the Ministry of Health and Population (MOHP) through technical assistance and strategic support. Our support was directed at designing and implementing policy and reform programs so they can expand access and increase the use of essential health care services, particularly by underserved populations.
Activities and Results
RTI International provided technical assistance in seven reform areas:
- Gender and social inclusion
- Health sector decentralization
- Public-private partnership
- Health economics and financing
- Financial management
- Human resource and institutional development
- Sector management
The project produced 45 technical reports and five policy briefs and, of the 94 project deliverables, over two-thirds were adopted or implemented by the Ministry of Health and Population. The project designed a number of innovative strategies and approaches and strengthened health systems in the country. One major innovation was the creation and implementation of an electronic annual work planning and budgeting software system, the first of its kind. The system has been adopted by Nepal's Ministry of Health and Population and has enhanced planning, budgeting, and critical decision making.
RTI developed a gender and social inclusion strategy and a public-private partnership strategy for the prevention and treatment of uterus prolapsed cases, which have been adopted and implemented by the government of Nepal. The RTI team collaborated with multiple sectors and development partners, and designed a program titled Local Health Governance Strengthening Program (LHGSP). Currently, LHGSP has been implemented by the ministry in a number of districts.
