Morocco Youth-Focused Labor Market Assessment (2010)

RTI International conducted a Youth-Focused Labor Market Assessment to identify potential formal-sector employment opportunities for marginalized, out-of-school youth in Morocco. The purpose of the study was to help identify strategic roles that will enable USAID to strengthen Morocco's workforce development initiatives for marginalized youth. The study was conducted across five different geographical regions—Casablanca, Fez, Tetouan, Salé, and Doukala—during a six-week period of time in June and July 2010. An evaluation team of four members conducted 27 focus group meetings and 50 individual interviews with representatives from four different stakeholder groups— unemployed and employed youth, youth associations, vocational training providers, and business. They determined the following:
- Entry-level, formal-sector employment is available in all five regions, but primarily for skilled labor
- Despite the need for unskilled labor in the private sector there are limited linkages to youth associations and non-formal vocational skills programs that can tap the pool of unskilled youth laborers
- Many marginalized youth frequently seek self-employment, such as street vending, which should be supported in addition to pursuing formal sector employment
- Non-formal vocational skills development programs have shown success in giving marginalized populations, including out-of-school youth, a better opportunity to obtain informal sector employment
The assessment was a task order under the EdData II contract.
