Nancy McCall

Chief Scientist

Nancy McCall has 30 years of experience conducting health services research and possesses a unique set of clinical, analytical, and policy skills. She holds a bachelor’s of science degree in nursing, a master’s degree in health policy, and a doctorate in health economics from the Harvard School of Public Health. Dr. McCall is a nationally known expert in Medicare health care payment and policy and has published her findings in the New England Journal of Medicine, Medical Care, Medical Care Research and Review, and Health Services Research. Her research and technical assistance efforts have focused on a wide variety of subjects, including Medicare physician and hospital payment systems; evaluation of care transformation demonstrations within the Medicare, Medicaid, and TRICARE insurance programs; federal provider payment and health care delivery reforms; state health care reforms; and access to care and quality of care for consumers within federal, state, and commercial insurance programs.

Dr. McCall has extensive experience successfully leading evaluations of health care delivery and payment reform demonstrations that require the use of rigorous quantitative, qualitative, and mixed methods; primary data collection through key informant interviews, focus groups, and surveys; and analysis of outcomes using an array of data, including Medicare, Medicaid, TRICARE, and commercial medical claims databases and national and project-specific survey data. As an RTI Chief Scientist, Dr. McCall currently serves as a senior scientific reviewer for RTI projects and proposals and leads a $23 million portfolio of research.
