Hugh R. Waters
Deputy Director, Health Care Quality and Outcomes Program
Hugh Waters, MS, PhD, is a health economist and specialist in health financing and economic evaluation. He has 22 years of experience working with public health programs both in the U.S. and internationally. His areas of expertise are: (1) health insurance and health financing reforms; (2) evaluation of the effects of health financing mechanisms on access, equity, and quality; and (3) economic evaluation of public health policies and programs. He has published more than 40 articles in peer-reviewed journals. He speaks French and Spanish fluently, and has worked in over 30 countries. Dr. Waters was a faculty member at the Johns Hopkins Bloomberg School of Public Health from 2000 to 2010, and maintains adjunct appointments at the Bloomberg School and the UNC Gillings School of Public Health. He joined RTI in 2011 as deputy director of the Health Care Quality and Outcomes Program.
