Laura J. Horn
Director, Center for Postsecondary Education Research
Laura Horn is an expert in postsecondary education policy issues related to student progress and success and, particularly, the experiences of students historically underrepresented in postsecondary education. Over the last decade, Ms. Horn has built a research agenda focused on community college student success. Before joining RTI, she directed MPR Associates' Postsecondary Education and Transition to College Program.
In her long tenure at MPR, Ms. Horn directed three long-term multimillion dollar contracts for the National Center for Education Statistics (NCES), under which she wrote extensively on postsecondary student experience. In this capacity, Ms. Horn developed and directed research studies and oversaw the development, management, and public access of NCES postsecondary data. She authored more than 30 NCES reports and oversaw the publication of more than 50 other reports. With some 20 years of experience working in different capacities on NCES contracts, Ms. Horn has repeatedly demonstrated her leadership in delivering superior products on time and within budget, working in successful collaboration with numerous NCES program officers and staff. She has acquired a comprehensive understanding—substantive, technical, and operational—of all aspects of NCES postsecondary studies.
She conceived of and currently directs The Completion Arch project, which involves distilling a comprehensive set of metrics across many data sources that track community college student progress, completion, and entry into the labor market.
