Jennifer E. Spratt

Senior Research Scientist

Jennifer Spratt, PhD, is a senior education research scientist who has conducted research, technical assistance, and capacity development work in 16 countries across the Caribbean, Africa, the Middle East, and Asia. Her areas of expertise include strategic and operational planning, policy analysis, and policy dialogue based on data, analysis, and measures of performance. Dr. Spratt has carried out research on literacy, teaching, and education management practices and their relation to student achievement, and on social and policy constraints to educational participation. She has designed simulation and projection tools to examine social and economic implications of investment and participation in education, and approaches for communicating complex statistical and management information to facilitate governance and decision processes at local and national levels. Dr. Spratt also has significant program and project management experience. She is fluent in French and has a working knowledge of Arabic.
