Biography

Barbara Gage, PhD, is the deputy director of aging, disability, and long-term care studies at RTI and leads RTI's post-acute research efforts. Most of her research for Congress and the federal government has focused on Medicare payment policies and beneficiaries' use of post-acute care, including rehabilitation, psychiatric, and long-term care hospitals; home health agencies; and skilled nursing facilities. Dr. Gage specializes in studying episodes of care, beginning with acute hospital discharge and including all subsequent services. She has directed numerous studies analyzing the impact of the various Medicare payment policy changes, including studies of the relative use of PAC (pre- and post-BBA), case-mix analysis of long-term care hospital patients, relative use of inpatient and ambulatory rehabilitation services, bundled post-acute payment demonstrations, and the development of items to monitor the impact of the Medicare payment systems on access and quality of care. She has also studied community-based systems for elderly/disabled populations.
