Biography
Niamh Darcy is a senior systems analyst in RTI's International Development Group with over 21 years of experience in information and communication technologies (ICT), consulting, results-based management, and international development work. Ms. Darcy provides technical leadership and program management for international development projects that involve preparing Internet applications; providing access to relevant and timely information for national, local, and decentralized governments; carrying out monitoring and evaluation (M&E), including cross-site evaluations; conducting ICT assessments; building health information systems; and assessing and managing local ICT development companies. She directs the Evaluation of the Afghanistan Health Initiative, sponsored by the U.S. Department of Health and Human Services; provides M&E technical assistance for the U.S. Agency for International Development-funded Prevention of Postpartum Hemorrhage Initiative and the Merck Childhood Asthma Network; and manages an RTI-developed Web-based project M&E tool used in governance, ICT, education, and health projects and by the Merck Childhood Asthma Network. Biography
Catherine Elkins, PhD, is a senior monitoring and evaluation (M&E) expert for the International Development Group at RTI. She has more than 10 years' experience in M&E for technical direction, strategic leadership, and quality management, building on more than a decade of work in political and economic analysis, international diplomacy, and development. She has served as director of M&E for two global/flagship USAID projects, as director of the Research and Evaluation Office for JHPIEGO, and as senior research/technical advisor for MEASURE Evaluation. She has managed and implemented country and regional activities, providing M&E strategic direction, technical assistance, and capacity-building in HIV/AIDS and other infectious diseases; maternal, newborn, and child health; reproductive health and family planning; and education and governance development interventions. She has directly led M&E activities, working with program partnerships, USAID Missions, independent organizations, and host government partners and other stakeholders to provide development assistance in Asia and Africa. Biography
Daniel Goetz is a senior public administration analyst with RTI's International Development Group and is currently the director for project development in the Europe and Eurasia region. He has 26 years of international experience in the design and implementation of governance projects that improve the management, finance, and service delivery systems at the local government level and the legal and regulatory framework for decentralization at the national level. During the past five years, Mr. Goetz has been the technical manager with overall responsibility for six major projects funded by the U.S. Agency for International Development in Ukraine, Armenia, Russia, Belarus, and Romania. He has worked in 26 countries in Latin America, Asia, Africa, Eastern Europe, and the former Soviet Union. In the United States, Mr. Goetz has designed and managed financial accountability and performance monitoring systems for public institutions at the local and state levels. Read More…
