Mr. Cressman is Director of the Information and Communication Technologies (ICT) program for RTI’s international development organization. He has more than 20 years of experience in information and communications technologies, 19 of them as a professional in international development. He is experienced in every phase of ICT systems design and implementation, including assessment, strategic planning, operational planning, systems integration, procurement, installation, training, and operation.

Biography
Luis Crouch, PhD, is a vice president in RTI’s International Development Group (IDG). He supervises IDG programs in education, public finance and economic development, and information and communications technology. His areas of specialization include social sector finance, policy reform, and the political economy of social sector development, with a particular, current focus on education. He also has experience in demographic and agricultural policy analysis. He has worked on all aspects of policy analysis research and implementation -- from field surveys to quantitative and qualitative analysis to policy dialogue presentations at the Cabinet level in various countries. His interests include educational economics and planning, educational statistics, research and information use, and the presentation of research results for policy debate. He has experience in more than fifteen countries in all areas of the developing world, with a special focus on Latin America, South Africa, and Southeast Asia. Read More…

Biography
Niamh Darcy is a senior systems analyst in RTI's International Development Group with over 21 years of experience in information and communication technologies (ICT), consulting, results-based management, and international development work. Ms. Darcy provides technical leadership and program management for international development projects that involve preparing Internet applications; providing access to relevant and timely information for national, local, and decentralized governments; carrying out monitoring and evaluation (M&E), including cross-site evaluations; conducting ICT assessments; building health information systems; and assessing and managing local ICT development companies. She directs the Evaluation of the Afghanistan Health Initiative, sponsored by the U.S. Department of Health and Human Services; provides M&E technical assistance for the U.S. Agency for International Development-funded Prevention of Postpartum Hemorrhage Initiative and the Merck Childhood Asthma Network; and manages an RTI-developed Web-based project M&E tool used in governance, ICT, education, and health projects and by the Merck Childhood Asthma Network. Biography
Rebecca Gadell is a senior communications and governance professional in RTI's International Development Group (IDG) with over 30 years of public and private sector experience in communication, good governance, and government performance. Her project portfolio includes providing assistance to the Ghana Responsible Mining Alliance, in which she co-led development of RTI's "With Many: New Roles for Local Government and Citizens" methodology. She also served as RTI local government resident advisor for the USAID/Ghana Government Accountability Improves Trust project; as deputy chief of party and resident advisor for Communication and Citizen Participation for the USAID/Bulgaria Local Government Initiative; and as RTI project manager for the USAID/Russia Regional Public Finance and Investment Partnership. Ms. Gadell is a past president of the City-County Communications and Marketing Association (3CMA), was a member of 3CMA's board of directors from 1995 through 2005, and has won numerous awards for innovation in local government communications and marketing.
