Biography Don Bailey, PhD, Distinguished Fellow in early childhood development, appointed November 2005, is internationally known as an expert on young children with disabilities, with a particular emphasis on their families and the role of early intervention. Before coming to RTI, Bailey was W. R. Kenan, Jr. Distinguished Professor at the University of North Carolina at Chapel Hill, and from 1992 to 2006 director of the Frank Porter Graham Child Development Institute. His studies have focused on a genetic disorder called "fragile X syndrome" and the role of newborn screening and early intervention in helping children function with this condition. He has authored or coauthored more than nine books, 30 book chapters, and 138 peer-reviewed articles. Bailey has received the 2004 Rosen Award for Outstanding Research in Fragile X Syndrome from the National Fragile X Foundation, and the 2006 Career Research Scientist Award from the Academy on Mental Retardation. He currently serves as President of the National Fragile X Foundation.

Biography
Karen Charles, PhD, has over 30 years of experience as a practitioner in science and mathematics education and is recognized for her expertise in professional development. Since 1993, Charles has managed the design and delivery of professional development services to mathematics and science educators in a six-state region in the Southeast for a federally funded regional educational laboratory. She has worked in collaboration with national leaders across the U.S. in studying and advancing the relationships between professional development and improved teacher and student performance in the areas of mathematics and science. She has designed and delivered over 100 workshops and presentations for regional and national audiences and has developed numerous tools and materials to support improvement in pedagogical strategies, classroom assessment, and standards-based instruction. Biography
Ina Wallace, PhD, has over 25 years of research and clinical experience with children from infancy to adolescence. Her areas of expertise include assessment of children and families from diverse ethnic and linguistic backgrounds, evaluation of preventive interventions targeting children and families, and training staff in assessment procedures. Dr. Wallace is responsible for reviewing, selecting, and developing measures for participants in a variety of studies as well as training field staff in their administration. In addition to experience with individual assessment, she has extensive expertise in training and using home assessments. She also has 10 years of experience as an institutional review board member. Dr. Wallace’s background in research related to developmental outcomes of children born prematurely and children with recurrent otitis media has given her important tools and a fresh perspective to her educational work.
