Stephen M. Boone, P.E.

Stephen Boone is a senior manager and environmental engineer with expertise implementing air quality permitting and compliance as a state enforcement engineer, as a consultant to industry, and as an environmental auditor for an electric utility for which he also led the air quality peer team of environmental professionals for five years.

Before joining RTI in 2011, Mr. Boone was performing routine air quality compliance audits and leading air quality compliance projects at coal, oil, natural gas, and nuclear electricity generating facilities in North Carolina, South Carolina, and Florida. He also has provided air permitting and compliance support on behalf of a large consulting firm and served as the lead compliance engineer in the Wilmington Regional Office of the North Carolina Division of Air Quality.

Mr. Boone’s unique combination of on-the-ground industrial experience and programming capability make him well suited for analyzing large data sets and developing quantitative means for identifying focus areas that offer the greatest potential to achieve Clean Air Act objectives. At RTI, he has provided technical support to the EPA Office of Atmospheric Programs Climate Change Division, developing methodologies for verifying greenhouse gas emissions reported under 40 CFR Part 98. Mr. Boone also has provided technical support to EPA for the Mercury and Air Toxics Standard for coal- and oil-fired electric utility steam generating units and for the EPA’s Clean Power Plan.
