Responsible Resource Development
Helping private-sector clients maximize the value of regional operations by integrating the needs of stakeholders for sustained benefits
A growing global population requires increasingly more economy-building resources such as minerals, metals, energy and fuel, commodity chemicals, and water. This need for resources often drives large, complex commercial or industrial projects—such as mining operations, energy infrastructure, and agricultural operations.
Projects of this scale frequently face challenges—including budget and schedule overruns, negative environmental, social, and governance (ESG) impacts, regulatory issues, and conflict situations. Such challenges can cripple a project at any point in its lifecycle, harming the reputation and performance of the sponsoring company and its partners, and undermining the project’s potential to benefit the surrounding region.
While these challenges fall outside the technical aspects of project planning and execution, the burden of resolution often falls on the technical project team. And companies often struggle to address these wide-ranging risks that threaten project success.
In an increasingly transparent world, companies need a new approach for engaging effectively with local stakeholders, mitigating risks, and delivering positive returns to their shareholders.
An Integrated Approach Across the Project Lifecycle
Our approach—Responsible Resource Development (RRD)—is designed to identify and mitigate the full range of challenges and risks a company and its regional operations may face.
Delivered as an integrated solution, RRD tools are aligned with the project lifecycle from pre-feasibility through planning, development, operation, and decommissioning. Customized for each client and project, our approach follows a clear, stepwise process:
- Assess regional needs with respect to operations and ESG concerns
- Identify possible regional impact projects
- Define a portfolio of impact projects to maximize shared value for stakeholders in the region
- Integrate the selected portfolio of impact projects with the client’s operations
- Implement longitudinal monitoring and evaluation to quantify results and return on investment.
We gather qualitative and quantitative data from both primary and secondary data sources and lead clients through a rich, efficient, and robust approach to decision-making, implementation, and continuous monitoring.
Selecting Impact Projects to Mitigate Social, Political, Environmental, and Economic Risks
As an early step in the RRD process, our experts identify and prioritize the needs of affected stakeholder groups and generate a list of candidate impact projects for investment within the region.
For example, an impact project might involve investment in local small and medium-sized enterprises that are part of the overall project supply chain, or an investment in the local health care infrastructure that improves the health of the local population and, as a consequence, strengthens the local workforce.
Data-Driven, Validated Process for Cost-Benefit Analysis
We perform a cost-benefit analysis for each impact project, drawing upon more than 50 proprietary evaluation tools developed by RTI experts. Next, we calculate the potential shared value created between impact projects. Using a proprietary optimization algorithm, we conduct an exhaustive scenario analysis to identify the portfolio of projects that delivers the maximum benefit to the region and greatest return on investment.
The ideal impact portfolio enhances the resource project or operation by maximizing local economic growth, building local capacity, and minimizing potential negative impacts on the environment and local communities.
Tracking Performance to Maximize Project Success and Regional Benefits
Tracking the performance of the impact portfolio is a critical component of responsible resource development. We identify and tie relevant performance metrics for the impact portfolio directly to the financial and management systems of the resource project.
We leverage our extensive expertise in evaluation and monitoring to develop and implement a longitudinal monitoring plan that tracks and reports performance across the portfolio.
Diligent and systematic monitoring means potential issues are identified and rectified early, and clients can avoid operational disruptions —helping maximize both success of the resource project and regional benefits over the long term.
Multidisciplinary Breadth and Depth to Address the Full Range of Project Challenges
With more than 50 years of global experience conducting large-scale assessments and delivering project solutions, we are uniquely positioned to provide this integrated solution to clients across resource-dependent industries.
Our expertise spans the domains that are critical to successful regional operations—including global health, education, human rights, economic growth, workforce development, capacity building, policy reform support, environmental management, and risk assessment.
By bringing together social and environmental scientists, economists, statisticians, development experts, workforce and education experts, and others, we are uniquely able to address the combined challenges facing each client’s project.
