Biography

Mr. Rowe, an economist at RTI International, has conducted numerous technical and economic analyses of public policy issues, including studies for the National Institute of Standards and Technology and the U.S. Department of Homeland Security. He has studied the costs of inadequate supply chain integration and the impact of DNA analysis technologies, and more recently has worked on several studies looking at cyber security. He has analyzed the business costs associated with moving to a new Internet standard, Internet Protocol version 6 (IPv6), and the potential security and non-security benefits. Mr. Rowe has also studied the inefficiency of private sector cyber security investment strategies. He has made numerous presentations to technical and non-technical audiences related to his research, and has published in peer-review journal articles and co-authored a forthcoming book on the economic and policy implications of cyber security.
